Quality and OHS Policy

This policy sets out the quality and occupational health and safety commitments adopted by the senior management of Deha Altyapı A.Ş. Everyone working on our sites, including our subcontractors, is bound by it.

Our Quality Policy

In our line of work, quality shows itself after handover. A road is not judged successful on the day it is built, but when it is still in service thirty years later. That is why we give the work you cannot see the same weight as the work you can.

• We build to the standards defined in the Highways Technical Specification and the particular specifications annexed to the contract. We do not hand over any work that falls below the specification.
• Behind every decision there is a calculation and a test result. From ground investigation to mix design, from aggregate grading to degree of compaction, we verify the work with laboratory results.
• We control materials at source. We work with our own asphalt production plants and our own equipment fleet; the entire chain from production to laying is under our control.
• Setting out and survey are carried out by our own technical team. Control networks are established, sections are measured, and results are recorded jointly with the supervising authority.
• We do not meet a deadline by sacrificing quality. When delay threatens, we look for the answer in more resources, not in a lower standard.
• We do not conceal non-conformity. A defect is recorded, its root cause investigated and corrected, and measures are taken to prevent recurrence.
• We audit our subcontractors to our own standard. Work carried out on site in our name is work we have carried out.

Our Occupational Health and Safety Policy

Occupational health and safety is not the first thing relaxed when we fall behind schedule. It is never a matter for negotiation. We work in tunnels, in landslide zones and on roads open to traffic; that requires the precautions to be raised to the same degree.

• We treat the requirements of Occupational Health and Safety Law no. 6331 and its regulations as the minimum threshold, and go beyond it when site conditions demand.
• A risk assessment is carried out for every site and updated as the work proceeds. No new work item begins before it has been assessed.
• No one is required to carry out unsafe work. Stopping work when a hazard is seen is the right of every employee, and no one who exercises that right faces any adverse consequence.
• Near misses are reported and investigated like accidents. An event that caused no harm is an opportunity to prevent the next one.
• No one goes on site without training. Induction, task-specific and refresher training also cover subcontractor employees.
• Personal protective equipment is provided by the company and its use is enforced. A shortage of equipment is a valid reason for work not to proceed.
• In tunnelling, ventilation, gas monitoring, support and blasting safety are managed as a separate audit heading.
• Signing of the works area on roads open to traffic is checked continuously, for the safety of our own people and of road users alike.
• We look after the safety of local communities as we do our own employees. A site boundary also affects the daily life of the people living along the route.

Environment and sustainability

Putting the policy into practice

• The policy is displayed on site notice boards and communicated to all employees during induction training.
• Implementation is monitored through site audits and regular management reviews.
• Compliance with this policy is a condition of our subcontract agreements.
• The policy is reviewed when legislation changes and when our scope of operations expands.
